Har ki Pauri in Hindi means steps of Vishnu, as the Lord himself is said to have visited this site during the Vedic period. It is a flight of steps leading to the holy river Ganga in Haridwar. The holy place of Haridwar is said to be sacred because the devotees believe that it is a gateway to heaven.

Haridwar is where the ancient sage Bhagirath brought the holy river Ganga to Earth to give salvation to his ancestors. A different story states that during the Samudramanthan when Garuda was carrying Amrit in a pitcher, a drop of elixir fell on that section of the Ganga river. Hence, Vaishnavites who dip in Har Ki Pauri attain salvation.
The Arti starts at 5:30 AM during summer and from 6:30 during winter. The variation in pooja timing is due to sunrise and sunset timings.
Every evening, the priests offer pooja to the river Ganges. They stand in the ghats and recite mantras holding big flames of fire. You can see a huge gathering of people during this time to flick the lamps across the river to fulfill their wishes. During the eclipse, the timing of arti at Hari Ki Pauri might change because arti happens during an auspicious time of the day.
